Brief Abstract: When one begins a large scale code development effort the hard question is how to allocate resources.  This decision is based on customer input and expert opinion.

This talk lays out a quantitative process to determine resource allocation.  The base assumption of the method is that a code with a smaller uncertainty is "better." With this uncertainty centric view, the focus is on uncertainty quantification to determine the starting point.  Then the path forward is based

on uncertainty reduction.
