Biographical Information: Following 25 years of distinguished service in the United States Navy, Mr. Bal retired as a Captain and joined the Maui High Performance Computing Center (MHPCC) in 1997 as the Executive Director. In this capacity, he has overall responsibilities for all operational and administrative functions. Combining his program management and leadership skills, he develops and executes operational technology plans, new service offerings, and forges strategic partnerships. While in the United States Navy, Mr. Bal was a member of the Naval Aviation community, an Aerospace Engineering Duty Officer, and his last duty assignment was as a Program Manager at the Defense Advanced Research Projects Agency. He has leveraged these management skills into successes at the Maui High Performance Computing Center through organizational re-engineering, focus on performance and customer service, and an increasing business base. Established in 1993, the Maui High Performance Computing Center is among a select number of high-end computing centers sponsored by the Department of Defense. An Air Force Research Laboratory Center managed by the University of Hawaii, MHPCC is staffed by 90 professional, technical, and administrative staff members.
